If you see the next candidate to be the consul is populist but he has non-populist competition, try to give titles and armies to command to his strongest opponent. Also appoint for those jobs guys from non-populist factions who have highest charisma, not the ones who have best finesse. Regularly purge populists from important jobs like governor, tech dvisor or censor, less characters will join their ranks. You should use up all the titles you have on the most skilled characters. Don't leave them jobless ever or they will go populist. Try to have most charismatic characters on your side, give them titles like Augur or Tribune of something, give as many titles as possible to leaders of all the factions except populists. Also make sure all bigger armies have legates (generals) assigned. Right away: Rotate your governors, rotate your research people (except Pontifex Maximus, this one is given for life) and change your Censors. (EDIT) This basically means that the moment you get a message that a Populist was elected Consul, you should go and change every single employed person whose term has run up. If your consul is populist, rotate everybody on regular basis (every two years) or the nasty event will fire adding either 4 populist senators or 1 populist senator. A bunch jobs appointed this way and you're down a dozen of populists. Senate will try to appoint new guys for you and Consul's faction will get 3 senators plus populists will lose one. If your consul isn't populist, don't switch any tech advisors nor governors in your country after their turn runs up.
